Carmen Rosa Noroña, MSEd, LICSW, IECMH-E®, is a licensed independent clinical social worker specializing in infant and early childhood mental health in the Division of Developmental and Behavioral Pediatrics at Boston Medical Center (BMC), and an Assistant Professor of Pediatrics at the Boston University Chobanian &amp; Avedisian School of Medicine. Additionally, she is Principal Investigator of BMC’s [Center of ...  Excellence in Immigrant Infant and Early Childhood Mental Health](/node/176669) and Child Trauma Clinical Services and Training Lead for BMC’s [Child Witness to Violence Project](/node/177737).

Originally from Ecuador, Ms. Noroña obtained her licensure in clinical psychology from the Pontificia Universidad Católica del Ecuador in Quito. She then earned a master’s degree in Early Intervention from Wheelock College in Boston, Massachusetts, followed by a master’s in clinical social work from the Boston University School of Social Work.

Ms. Noroña is an endorsed Infant and Early Childhood Mental Health (IECMH-E®) clinical mentor with extensive clinical experience with traumatized children aged from birth to 5 years. She serves as supervisor, consultant, and trainer and is an endorsed Child–Parent Psychotherapy National Trainer and DC:0–5 expert faculty. She codeveloped BMC’s Diversity-Informed Tenets Initiative and its Family Preparedness Plan. Her work bridges practice, research, and advocacy for equity and culturally responsive care.

Ms. Noroña is bilingual with proficiency in English and Spanish.
