ERAPP: Key Facts and Findings

  • Program services are effective. In the first 3.5 years of operation, 74% of clients have moved to the appropriate next step placement in an average of 4.02 months. Average length of stay for elders entering the shelter system without ERAPP services is estimated to be 24 months.

  • Clients who exit the program successfully are able to maintain stable living arrangements because of the support and comprehensive assessment the program provides. To date, the recidivism rate is under 5%.

  • Length of stay is increasing due to loss of 2 FTE case managers because of budget reduction.

  • Clients continue to be somewhat frail, as approximately 8% are found to be in need of long term care or residential treatment, or assisted living facilities. This is likely to increase, as the number of referrals from medical facilities, such as acute care hospitals and respite care, is steadily growing.

  • Nearly one-third of program expenses are contributed in-kind by the Elders Living at Home Program and the Pine Street Inn.
