ERAPP History
- Idea conceived by Elder Task Force of the Massachusetts Housing & Shelter Alliance, in
response of increasing numbers of elders becoming homeless and entering the shelter system
for the first time.
- Designed to prevent chronic homelessness by providing intensive, specialized services
in a safe residential setting to elders who have recently become homeless.
- Developed as pilot project, to be replicated in other areas of the Commonwealth once
success and effectiveness of the model was demonstrated.
- Start-up phase was March-June 2000, with program operating at full capacity by July 2000.
- Initial annual budget set at $425,000 in FY 01. Reduced to $250,000 by FY 03.Line item
eliminated by Legislature in FY '04.
